Get to know everything about

Cosmetics regulation

Navigating cosmetics regulations requires precision, expertise and a trusted partner. That’s why you should work with Toxi Plan.

"The problem every cosmetics producer face"

Bringing a cosmetic product to the market is increasingly complex. You face constant pressure to stay compliant, justify ingredient safety, manage formula updates, and keep up with evolving EU and international regulations. Each mistake can lead to delays, reformulation, or costly audits — slowing down your launch timeline and putting your brand reputation at risk.

Waste of time

Regulatory tasks can absorb more than half of your product development time.

Constant changes

Cosmetic regulations evolve every few months, requiring continuous updates and vigilance.

Launch delays

A single compliance issue can delay your product launch by several weeks.

Our Expertise in cosmetics

At Toxi Plan, we support brands, laboratories, ingredient suppliers, and manufacturers in achieving full compliance by guiding you through the essential requirements of EU Cosmetics Regulation (EC) No. 1223/2009. Our toxicologists and ecotoxicologists ensure that every product placed on the European beauty market is safe, compliant, and scientifically validated.

Created by our cosmetic regulatory compliance experts — it’s a complete guide designed to help you enhance product safety, strengthen regulatory compliance and elevate your cosmetics strategy to the next level.

“RESPONSIBLE PERSON“ (RP)

An RP is a legal or natural person based in the EU, like Toxi Plan toxicologists, who will act as your regulatory compliance representative before your product can be placed on the shelves so it could be accessible by consumers with safety.

PRE-EVALUATION

This step allows you to evaluate your formula’s compliance, identify required testing and assess technical documentation.

COSMETICS PRODUCT SAFETY REPORT (CPSR)

The CPSR is a two-part report that confirms your product is safe. Part A: provides cosmetic product safety information and Part B: confirms safety assessments were completed and in compliance.

PRODUCT INFORMATION FILE (PIF)

Confirms the quality, safety and efficacy of your product. Includes product description, the CSPR, GMP-compliant manufacturing methods, technical data supporting all claims & animal testing data. (Must be updated on a regular basis).

LABELS AND CLAIMS VERIFICATION

A label and claims review ensures your packaging’s regulatory compliance. An important step before investing in marketing and design of your product.

COSMETIC PRODUCT NOTIFICATION (CPNP)

Once steps 2-5 are complete, your RP must submit your product file through the EU’s Cosmetic Products Notification Portal for registration.
